1. Puree the beef with blender or food processor.
2. Mix meat, eggs, salt, pepper, stock powder, garlic, and starch. Stir well.
3. Add ice water little by little to the dough. Mix well and knead until easy to form.
4. Boil water in a pot. Shape the dough into balls, then boil until it floats.
5. After the cilok floats, remove and drain.
